"Reset Rows Number" is not disabled by default for sequences with small number of annotations

When a sequence with less than 20 annotations' rows is opened (or even a sequence without annotations), the "Reset Rows Number" item should be disabled, but it is not.
The item should also be disabled on the 6th step of the test, but it is not disabled there as well.
