UGENE storage for produced files

Create a special mechanism for storing produced data of UGENE.
1) This mechanism provides a directory (set by a user).
2) The root of the directory contains sqlite database with triplet information about files:
_ Source BAM file < - > sorted < - > Destination BAM file
_ Source BAM file < - > imported < - > Destination ugenedb
_ ...
3) Some parts of UGENE can use this mechanism for avoiding of double converting of some files.
4) For every workflow, that needs to convert files, the special sub-directory is created. It stores all needed destination data. And the corresponding information must be added to the database in this case.
