Validate an external tool before launching a workflow scheme

If there is a workflow element that correspond to an external tool in a scheme, the tool should be verified on the validation step (before launching the scheme). The path value specified by a user in the parameter should be validated.
Also, it should be recommended where the tool can be found (e.g. a link to the External Tools page).
