Integrate WIG format

I started to work with WIG format and have wrote a parser for it. I thought that it is the annotations format. But it was a mistake because it is some kind of graph.

Anyway, the parser is good, so I have committed it to svn. When somebody will start to work with this graph visualization, he/she should use this code (WIGFormat.h and cpp).
