Do blast on selected regions

Sometimes it is needed to do blast of selected regions of a sequence. And sometimes those region are annotated regions.

In the blast dialog add an option to do blast of a selected region of a sequence.

In the workflow version of blast add two options - to input regions of search manually and to use annotated regions as the selected regions to blast.

All the version of blast in ugene must be improved.
