Phylip and psipred license inconsistency

Phylip and Psipred tools are distributed under the not GPL v.2 license. For example, see the attached file with Phylip license.
So, we can not distribute these tools under GPL v.2!

And several actions must be performed by the UGENE team:
1) Create license file in the UGENE root directory that contains license information about all tools.
2) Create new package for not free distributed tools and place this package into Ubuntu multiverse repository. Remove the tools from the main package.
3) Show a message to users when they run these tools. The message must tell that a user must agree with the tool's license to use it. The link to the license must be provided.
