Save run info when WD runs from cmdline

Make cmdline WD runner as usual cmdline programs: save run information into the text file.
The initial run information is the launch string, but it could be extended in future.
The result file "run.info" must be stored into the output directory of the run (it is the working dir by default, but it could be regulated with parameters --output-dir=... --roll-output and --default-output-dir).
