Create an external tool manager

External tools are separate units now in UGENE, but in real life they have some dependencies: scripting tools are dependent from the script interpreter, etc.
There is need to create some external tools manager that will look after tools dependencies and control tools validations. It should allow to validate tool with some path in any moment by demand, and return current tool status on demand.
