Add possibility to search an external tool without validation

New external tool manager doesn't start search and validate task, if tools dependencies are not valid. In this case tool should be found and marked as invalid.
Use case:
An external tool exists, but couldn't be validated, because it depends from the invalid (or missed) tool. In current state External Tools Manager doesn't try to search tools with bad dependencies, so, thees tools are not found.
