      Description

      Since UGENE-1781 python is not searched in the PATH variable, because some external tools depend on its modules (Django and numpy), that usually are not installed. It was supposed that user can't find a reason of invalid external tools, because modules status is not visible from UGENE.
      After implementation of an easy way to install python modules from the UGENE python should be searched in the PATH as all other external tools.
