An unhandled case on ACE file import

If user imports an ACE file, they could set as destination *.ugenedb file an already opened another file. In current state this file will be rewritten (it is a normal behavior), but an opened view could crash UGENE.
Some code, that checks this case was commented in ConvertAceToSqliteDialog.cpp, because there was a circular library dependency with it. This case should be handled correctly.
