Add internal links to the external tools page in UGENE settings

There could be an external tools list in the additional information widget (when tool have missing dependencies). This list often contains not popular tools like R or python modules. It could be not trivial to find this tools in the tree view.
It is need to insert internal links instead of plain text to this list: just click on it and you will see the bad tool.
