External tool downloading from the Internet

      Description

      It would be nice if the user had the button in UGENE, with which he/she could download an external tool from internet without any additional actions. This button can be placed in the UGENE settings, on the external tools page. Also, if workflow scheme needs external tools, that are not installed, UGENE can download and validate them on validation stage.
