R can pass validation instead of Rscript

When UGENE search "R" external tool on startup it search an executable with name "Rscript" ("Rscript.exe on Windows). If user sets this tool manually, he/she can set "R" ("R.exe" on Windows) executable, and it will pass the validation as all R modules. But other tools can't use the "R" executable, they need "Rscript".
There is need to forbid "R" executable to validate.
