Incorrect behavior of "CreateDirectoryDialog" dialog on the resize event

To get the dialog:

1. Open WD.
2. Open the "Align sequences with MUSCLE" sample.
3. Open wizard, find any property with url to save file (e.g. "Result alignment"), click the "..." button to select the file.
4. Click the "Create directory" button on the dialog toolbar.

If you try to resize the appeared dialog, it change it's size in unexpectedly way and then it will resist to your attempts to resize it.
