Invalid layout and incorrect behavior of the "NewBreakpointDialog"

To get the dialog:

1. Open WD.
2. Put any element to the scene.
3. Turn on the WD debugger in the UGENE settings (WD tab) if it is switched off (by default).
4. Click to the "Show or hide breakpoint manager" button on the toolbar.
   Do not select anything on the scene, click "break at element" button on the main toolbar or on the breakpoint manager's toolbar.

This dialog has an invalid layout: try to resize it.
Also, the "ok" button should close the dialog, not only add the breakpoint.
