ExportConsensusVariationsDialog has terrigble layout

ExportConsensusVariationsDialog hasn't a "Help" button, also it has terrible layout and doesn't work.

To get this dialog:

1. Open any ugenedb file.
2. Add any sequence to it as reference.
3. Call context menu on the consensus area and select the "Export consensus varioations..."
