Support BLAST URLAPI for CDD search

      Description

      The current implementation of the remote CDD search is based on the HTTP requests and HTML parsing. This approach is wrong because the content of the HTML response changes from time to time. The prove: "Please note that this is NOT part of the official BLAST URLAPI, and may change without notice. " http://www.ncbi.nlm.nih.gov/staff/tao/URLAPI/new/node78.html

      Implement the feature using URLAPI.

      Remove the ignored test from the exclude list after fixing the issue (UGENE-3091):
