No joined-complement annotations

There is no way to create joined annotation on the complement strand.

You can create joined annotation: "10..20, 30..40"
You can create complement annotation: "complement(10..20)"
But "complement(10..20), complement(30..40)" annotates only one region in the complement strand, and "complement(10..20, 30..40)" creates joined annotation in the direct strand.

Choose the way to create that kind of annotation, implement it and correct the documentation.

Note: this issue can be considered as improvement.
