Resize the Sequence Details View, Chromatogram View and Graphs View

      Description

      Sometimes the Annotations Editor has few annotations or even has no annotations at all. However, it occupies much space.
      If there are no additional views such as Chromatograms, the sequence details (if any) must be shown in the middle of the screen in this case. A white space must be added above and below (so make Sequence details view resizable).

      If there is a chromatogram view or a graph view, it must be possible to resize it as well.
