UGENE command line interface with russian language

Console version of UGENE shows garbled russian language output. Example:

W:\ugene\src_debug>ugenecld.exe --help

Options:
--version | -v Shows version information.
--test-timeout Sets timeout for the tests.
--test-threads Sets the number of threads.
--test-suite Loads test suites and runs them.
--test-report Sets the directory for the test report.

--log-teamcity-out Output a test's messages to the TeamCity system.
