Lab journal and data annotation

Add a feature in UGENE to log laboratory notes.
Also, the following improvements must be applied to a shared storage:
1) It must be possible to store files of any type (like images or any binary data)
2) It must be possible to add notes to the stored data
3) It must be possible to make links between different data
4) Date of the data import to the database must be stored.
