Drag and drop is allowed in the read only shared database

Scenario to reproduce:

1. Connect to a shared database as read only user (e.g. use UGENE public database).
2. Try to drag and drop any object in the database.
   Expected state: the mouse cursor looks like d'n'd is not allowed.
   Current state: the mouse cursor looks like d'n'd is allowed, if you d'n'd any object in its folder, you receive an error in the log: "Trying to recover from error: Wrong insertion row at src/util/project/ProjectViewModel.cpp:364"
