SAFE_POINT on reload document

1. Open file
2. Open the same file in a text editor and modify it. Modified file must not be read by UGENE (error on opening).
   Expected state: dialog about file modification appears
3. Click 'Yes'
   Current state: SAFE_POINT triggers

Examples of 'broken' files:

• add single quote " to qualifier value, genbank format
• make sequences' lengths differ, phylip format
