Make OptionsPanel behave correctly on HiDPI displays

      Description

      The OptionsPanel has a fixed font size of 11px and a fixed width, making it barely usable on HiDPI displays (see attached screenshot ugene_orig.png). In the attached patch ugene.patch I have converted the 11px to the corresponding value in pt and have tried to make the width dynamic based on the contents. This results in much better readability on HiDPI displays (see attached screenshot ugene_patched.png).
