      Description

      Modify the welcome page to contain the following:
      1) Logo + link to the UGENE web site
      2) Constantly updated news and tips
      3) Information about webinars.
      4) Recent workflows
      5) "Create multiple alignment" button
      6) A checkbox "Show on startup" (and corresponding option in the application settings)

      Create an integrated quick start guide with:
      1) Scenarios on using UGENE
      2) Links to samples, including NGS samples (+info about NIAID)
