Selection is drawn over the annotation if the main ruler is not shown in Sequence View

Scenario to reproduce:

1. Open any sequence.
2. Add a new annotation.
3. Call context menu, select {Rulers... -> Show Main Ruler}

   menu item.

4. Select some region.

The region selection arrow with the length label is drawn right over the annotation. Also, the the arrow and the label can be cut like on the screenshot.
