UGENE settings are not saved to the settings file right after accepting the Application Settings dialog

If you change some application settings and accept the dialog, they won't be dumped to the settings file immediately. They will be saved on the UGENE shutdown only. It is not the best behavior, because cmdline tests use the same settings file, and if you change some settings right before running tests, these settings won't be applied to the cmdline tests. Also, settings changes would be lost if UGENE will unexpectedly quit.
