FastQC in GUI: dialog and html reports

Currently, FastQC is integrated in the WD.
After "Tools" menu is refactored (UGENE-3944), there will be "NGS data analysis > Reads quality control" item.

The item should open a simple dialog that allows one:
1) To input one or several FASTQ files.
2) To specify the output folder to store the reports. This folder must set by default to a common value.
3) The dialog should have buttons "Help", "Get reports" and "Cancel".

The "Get reports" button should start the FastQC tasks for each input FASTQ file. The progress must be calculated correctly.

A new window with the html reports must be opened for each input file.
