"Rename item" action has different behavior on linux and windows

      Description

      1. Open "murine.gb"
      2. Click on "CDS" item in CDS (0, 4) group
      3. Call context menu in the center of annotations tree view(not on element)
      Linux behavior: "rename item" action is enebled
      Windows behavior: "rename item" action is disabled
