Improve restriction sites visualization

For now restriction sites are annotations, extended with "cut marks" that point to positions at direct and complement strands. But the "restriction site" entity is not restricted to strand - it affects both strands.
So, the idea of the improvement is to create new type of annotations for restriction site that mark both strands.
