Add a default path to the "Fetch Sequence from BLAST Database" dialog

Add a default path to the "Fetch Sequence from BLAST Database" dialog. The default folder should be UGENE_Data, which is defined in application settings, the default file name should be produced from the BLAST result ID with the same rules, that are used for generating of the result sequence name.
