Export annotations to Vector NTI format with the sequence

Currently Vector NTI is removed from Export Annotations dialog because the format cannot hold annotations without a sequence (UGENE-4309).

It is fine for the annotation table export from the project view, but annotations can be also exported from SV: select a few annotations and choose "Export – Export annotations". In that case Export Annotations dialog has "Save sequences under annotations" checkbox which is available only if CSV format is selected.

So, Vector NTI format should be treated similarly: if the format is selected, "Save sequences under annotations" is checked automatically and annotations could be exported along with the sequence correctly into Vector NTI format.

Optional: notify the user about the necessity of a sequence presence in case of Vector NTI format.
