A custom element with command line tool can't be removed, if the file's name differs from element's name

Scenario:

1. Open the Workflow Designer.
2. Create a custom element with command line tool.
3. Close UGENE.
4. Find the element's file. It is somewhere near the *.ini file, in the ExternalToolConfig folder. Rename it.
5. Start UGENE, open the Workflow Designer.
   Expected state: the element is present on the palette.
6. Remove the element.
   Expected state: the element has been removed, the file has been deleted.
   Current state: nothing has been removed, there is an error in the log:
