A scenario to reproduce the issue:
- Start UGENE.
Expected state: the "Welcome Screen" is shown. "Actions" menu is present in the main menu. - Close the "Welcome Screen".
Current state: "Actions" menu is present in the main menu. - Switch to another application, then return to UGENE.
Current state: "Actions" menu is not present in the main menu. - Open a file.
