smith_waterman plugin not loading when compiled with CUDA support

      Description

      Ugene-1.19 was compiled from sources without errors with
      UGENE_CUDA_DETECTED = 1

      When Ugene starts it has no Smith-Waterman plugin and the following appears in the log:
      libsmith_waterman.so: undefined symbol: cudaConfigureCall
