Covert Primer3 to an external tool and update it to the latest version

      Description

      An old version of Primer3 is currently embedded into UGENE.
      It contsins some bugs, e.g. the product size is calculated erroneously: https://goo.gl/ZAmK4h.

      Instead of embedding Primer3 source code, embed the tool as external.

      The dialog of the tool must be updated and the list of parameters must be decreased or moved to the "Advanced" hidden group.
