UGENE doesn't open files on double click on a file system

      Description

      If file extensions are associated with UGENE in OS, UGENE must start and open a file when you double click the file on a file system. But it doesn't work since UGENE 1.22.

      Also, a file is not opened when you start UGENE via CLI with the following command: ugeneui.exe path_to_a_file
      I think that the origins of the problem are the same.
