Assembly Browser: "Set reference" button is confusing when something is selected in project view

The button "Set reference" leads to different actions depending on the selection in the project view. It's quite confusing for new users that some error notification appears if they click the button when something is selected in the project view. They don't know how to fix it because they don't click notifications.
