Text files encoded in Unicode with BOM are not opened properly

UGENE can't open Unicode text files that start with BOM (byte order mark). For example, if a user saves a sequence in FASTA format using this encoding ("UTF-8" on WIndows), the sequence won't be opened in UGENE correctly.

The following behavior should be implemented:

1. Non-binary formats should recognize and correctly parse files in this encoding.
2. Non-binary formats should write data without BOM to have compatibility with other applications.
