Create separate tab for "Consensus Settings" in MCA

Move consensus mode parameters to the new tab on the options panel in the MCA view.

In general, there are should be two tabs on the options panel.

The "General" tab that contains:

1. Length of the reference sequence (without gaps)
2. The number of reads

The "Consensus" tab that contains:

1. The "Consensus mode" group. It contains:
   • The "Consensus type" combo box with "Levitsky" and "Strict" values.
   • The "Threshold" fields.
2. The "Export consensus" group. It contains:
   • The "Export to file" edit box. It should contain a default path/name.
   • The "File format" combo box with values "Plain text", "FASTA", "GenBank".
   • The "Keep gaps" check box. It should be unchecked by default.
   • The "Export" button.
