SAFE_POINT on "Welcome page" loading when a saved project is opened

Scenario:

1. Open any document in UGENE.
2. Save the project.
3. Ensure that the project will be opened on the next UGENE launch.
4. Close UGENE.
5. Start UGENE.
   Expected state: UGENE has been launched, "Welcome page" has been shown, the project has been loaded, there are no errors in the log.
   Current state: there are the following errors in the log:

   [ERROR][13:56] Uncaught ReferenceError: clearRecent is not defined
   [ERROR][13:56] Uncaught ReferenceError: addRecentItem is not defined
   [ERROR][13:56] Uncaught ReferenceError: clearRecent is not defined
   [ERROR][13:56] Uncaught ReferenceError: addRecentItem is not defined
   [ERROR][13:56] Uncaught ReferenceError: updateLinksVisibility is not defined
   

   They are triggered on the "Welcome page" loading.
