Folder for temporary files during UGENE installation

The problem was detected on a user's server during an attempt to install UGENE with the NGS classification component using the universal online installer.

There were enough disk space for the component, but there were not enough disk space for temporary files - even for loading the "Updates.xml" file used by the installer!

In general, there may be two problems with the temporary files disk space:

1. The configuration file "Updates.xml" can't be loaded.
2. Other files can't be loaded.

It is required to fix both problems. Show a dialog for selecting another temporary folder, if one of the problem occurs:

• Dialog title: "Select Folder for Temporary Files"
• Dialog message:
  • A label:

    There is not enough disk space on the volume where temporary folder is located. To proceed with the installation, select another folder with enough disk space. 
    

  • A label "Temporary folder" and a line edit with the browse button for selecting the folder URL.
• Dialog buttons: "OK", "Cancel".

Also check very carefully a scenario when an invalid TMPDIR is set, i.e. there is not enough disk space in the specified location. The data MUST NOT be downloaded partially in this case!!!
