Remove context menu from the "what's new" dialog

      Description

      Scenario:

      1. Remove UGENE configuration file.
      2. Start UGENE.
        Expected result: "Welcome to UGENE some_version" dialog appears.
      3. Right-click.
        Expected result: the context menu does not appear.
        Current result: there is context menu (see the attached screenshot). There is active item "Reload" in the menu. If it is clicked, a scroll bar appears in the dialog, both English and Russian "what's new" info is displayed.
