Logging about impossibility to load "3D Structure Viewer" plugin

Currently, when there are some problems with video drivers and a 3D structure can't be loaded, the "3D Structure Viewer" plugin is disabled and an error notification is pop up. On the next UGENE start the plugin is not loaded and there are no error messages in the log.

Add an error message in the log on each UGENE start in this case.

The "3D Structure Viewer" was disabled, because there was a problem with video drivers. Please try to update the drivers and reset the UGENE settings to default in the "Application Settings" dialog.
