Sometimes attributes are not added to the "Parameters" page of "Configure Element with Command Line Tool" dialog in case of editing an existing custom element

Scenario is not clear, the issue can be not reproducible. The scenario is like:

1. Create a command like tool based element with ten parameters. Other necessary wizard fields should be filled with some valid data.
2. Find the element on the Workflow Designer palette.
3. Open a context menu for the element item on the palette.
4. Select "Edit" menu item.
5. Go to the "Parameters" wizard page.
   Current result: there are no parameters on the page.
   Expected result: there are ten parameters that were added during the element creation.
