Improve cancelling propagation in tasks

Now there is a commonly used flag TaskFlag_FailOnSubtaskCancel, which causes fail of parent task if subtask is cancelled. But often it would be better just to cancel parent task without showing any annoying error message to user. Another flag TaskFlag_CancelOnSubtaskCancel should be introduced and used.
