A file with cmdline tool based worker configuration is not overwritten after the worker editing

Scenario:

1. Create a new cmdline tool based element with any configuration and with name "element".
2. Edit the element configuration somehow. Do not change the name.
   Current result: there are two files in the "ExternalToolConfig" folder: "element.etc" and "element_1.etc".
   Expected state: there is one file in the "ExternalToolConfig" folder: "element.etc".

The file name should be rolled only if a new element is created.
