"Workflow Elements with External Tools" page in the "Application Settings" dialog

Create a new page "Workflow Elements with External Tools" in the UGENE "Application Settings" dialog.

There are should be four buttons ("Create", "Import", "Edit", "Export", "Delete").

Also there should be a table with the list of available elements with command line tools.

The "Create" button should open the "Configure Element with Command Line Tool" wizard. The created element should be added to the list of elements.

The "Import" button should open a new dialog:

• Title: "Import Element with Command Line Tool"
• Content: Label "File with the element description" with a field for a file URL and the browse button ("...").
• Buttons: "Help", "Import", "Cancel".

The corresponding file browse dialog should have ".etc" filter for files extension.
Thus, the imported element should also be added to the list.

The "Edit" button should open the "Configure Element with Command Line Tool" wizard, filled with corresponding settings.

The "Export" button should open a file saving dialog with the corresponding *.etc file.

The "Delete" button should open a message box:

• Title: "Delete Element with Command Line Tool"
• Content: Label "The element will be permanently deleted."
• Buttons: "Help", "Delete", "Cancel"
