Error on creating element with external tool

Release candidate build version 33: Windows 64 bit (NSIS, full package)

Scenario:

1. Import one be one three xml configs from "_common_data\workflow\custom tools configs" folder: "No path no tool", "No path tool", "Relative path"
2. Open the Workflow Designer.
3. Open the "Configure Element with External Tool" wizard.
4. Select "No path tool" or "No path no tool" combo in Integrated External Tool
5. Select "Next" button 3 times until the "Command" page.
   Unexpected error:

   Trying to recover from error: Bad external tool id at src\util\CustomWorkerUtils.cpp:41
